The wormgod says "we must accept initial positions on every round, that's the test for you today."
chating with CS:
[00:46:34] -> [CyberShadow] i know it is because a fall damage, but 20hp for a fall damage? thats a lot!... see ya
00:46:56] <- [CyberShadow] Fall damage is usually not applied after explosions
[00:47:13] <- [CyberShadow] I think it might have been because it knocked into the other worm, didn't look for sure yet

I didn't pick the word "speed"-damage for no reason, because the damage received depends on how fast the worm is moving. The explosion was clearly very close to the center of the worm, so that itself caused 73 or 74 damage and if the worm had gone upwards and hit a wall it wouldn't be hard for the fall to cause 16-17 damage. Consider that 17 damage is what you get if you fall from a fully extended rope (3 stars rope), and that distance seems to be about the same you'd get from a very well centered sheep explosion.
Would be nice to test what jigsaw says, maybe with when the retreat time expires the rules that normally regulate when a worm gets fall damage and when not are different.

I dont know how to explain how it works because i dont know, but in my worm carreer i always noticed that a worm will always take more damage if he gets blown with a 90 degrees to 180 degrees angle into the ground. (not to compare with a fall damage fly, because he does not make a fall afther hitting the ground). Its like puting a nade on a head in the middle will do 44 damage (without fall damage), and on -1, -2, -3, -4 etc it will do 45. I guess this was just a simple case of speed damage.. i think it hit a vertical part of the pixel on the ground wich gave him the speed damage.
